Symposium | Changes to the Regulatory State: President Obama’s Approach to Regulation and Its Impacts on Federal Environmental and Health Protections


A daylong symposium on regulatory review and environmental regulation under the Obama Administration. The Administration is in the midst of the most significant regulatory reforms in nearly two decades, with pending revisions to the Executive Order that governs the regulatory review process and the relationship between agencies and the White House. At the same time, it is also pursuing significant new regulations on a variety of environmental issues, including the nation’s first binding limits on greenhouse gas emissions. The symposium will feature the perspectives of leading academics, regulators, and environmental practitioners on these recent and future changes, with a keynote address by Lisa Heinzerling, EPA’s Associate Administrator for the Office of Policy, Economics, and Innovation and the author of several prominent books and articles on environmental and administrative law.

Owners of the Water: Conflict & Collaboration Over Rivers (2008, 30 min.) A collaboration between indigenous filmmakers (a central Brazilian Xavante and a Wayuu from Venezuela) and an anthropologist explores a campaign headed by the Xavante to protect the Rio das Mortes River Basin from the uncontrolled soy cultivation that brings deforestation and pollution to the watershed. The Xavantes' May 25, 2006 blockade of a national highway in Mato Grosso raises awareness of their concerns and builds support for their efforts. In Xavante and Spanish with English subtitles. Yukon Circles(2006, 30 min.) The 2300–mile Yukon River flowing through Canada and Alaska is threatened by pollution from military installations, mining, manufacturing, and settlement, and the tribes and First Nations develop a historic agreement to work together to protect it.

This historical film recreates actual events involving the brutal military suppression of a series of strikes in the early 1920's by rural workers in the southernmost province of Argentina. The film's narrative is set within a richly detailed socio-historic context and mounted as a colorful action film. The main characters include the anarcho-syndicalist leaders of the workers' movement inspired by utopian dreams of a just social order and the initially sympathetic but ultimately ruthless military commander Colonel Zavala who sets out to crush the rebels but realizes that he is merely a tool of the powerful landowners. 107 min. Originally from Philadelphia, Levin has performed as a leader and a sideman for the last fifteen years. He has played with multiple vocalists and instrumentalists since returning to New York in 2001. He has appeared at clubs throughout the city, and can most frequently be found leading his own trio at such clubs as Kavehaz, Detour, Rue B and Night and Day. Besides leading his trio, he performs regularly with vocalists Ayana del Valle and Heather Moran. He has composed numerous pieces, and has arranged music for top vocalists, including Paulette McWilliams.

Useless (pictured) captures the quiet elegance of artisanal clothing production and independent tailoring businesses, which are increasingly threatened by the rapid proliferation of fabric sweatshops. In Shanxi, Cantonese, Mandarin, English, and French, with English subtitles. 80 min. East is a documentary divided into two loosely connected parts. It follows Chinese artist Liu Xiaodong to Fengjie, a town doomed by the Three Gorges Dam project, where Liu paints the workers on large canvases.
